Hi Everyone,
I have found information about this stamps online stating that the surtax went towards Hitler's National Culture Fund.

But I can't find out any history on it.
What exactly is the National Culture Fund?

Thank you,
SueStamps

The National Culture Fund supported patronage for the arts - the purchase and exhibition of art and propaganda. Goebbels was one of the prime persons involved in this activity.

Here is another Deutsches Reich semi-postal where the surtax went for the National Culture Fund.

1938 Semi-postal Scott B132 6 + 4pf blue green "Sudeten Couple"

Issued in commemoration of the annexation of the Sudeten Territory.

The icon on the left frame of your stamp example,
survives today as a symbol of German Air Post
as seen by this etiquette.
