I came upon this when surfing the web, purportedly a computer generated design to show what a 1c stamp of the US Parcel Post Issue would have looked like should the post office had chosen to produce the stamps in two colors.
I suppose it's very close to being considered a "counterfeit", however, I believe they deliberately chose to modify a used stamp so as to avoid any legal difficulties:
