What Would Be The Catalog Value Of This Nebraska Overprint?

I'm not sure how to interpret the catalog value of this Nebraska #679 overprint block? The back is fully gummed, never hinged. It has a plate number but the twist might be it is pre cancelled - which I don't know if that increases or decreases its value. Can I get some expert advice?
