Why Do Stamps Sell At 10% Of Scott Value? (Newbie Question)

I am new to stamp collecting, and I am looking for stamps to buy on ebay.

What I don't understand is why do some stamps sell significantly below Scott value?

For example, 550 is $110 NH, $45 unused, $14 used in 2009 Scott. On ebay, it is usually sold for $6-8 unused, $1-2 used.
