Postal Rate Question

I just received some stamps from an ebay seller. They were in a #10 envelope with $0.35 of postage (in stamps) on the envelope. My address, the return address, the cancellation, and the barcode and zipcode that the USPS prints on the bottom edge were the only markings on the envelope, front or back. Is there some discounted. 35c postal rate I haven't heard of, or did USPS miss the ball and let it through?

maybe sent 1srt class presort rate? unlikely the seller sent out enough to get the presort rate. A scan with the address blocked out would help.

No scan abilities at this point. I don't know what it takes to qualify for the presort rate, but the contents consisted only of a strip of 4 coil stamps in a glassine envelope folded up in a single-page invoice.

Could you ask the seller?

I think the most likely answer is that the USPS didn't pick up on the fact that they were being shortchanged.

The seller probably simply mis-added the stamps and thought they had put on 45c. I doubt the seller would deliberately short-change the PO 10c.

As Dlawson281 pointed out, it is unlikely the seller had enough mail volume to qualify for the pre-sorted rate. Plus, there is suppose to be a notice on the envelope or stamp indicating pre-sort service class.

Does there exist, such an animal as a "world wide postal rate" catalogue,?
goodness knows, the hobby needs it.

Maybe you should focus all of your time and resources to this endeavor. The philateic society as a whole would benefit, and us at SCF would benefit from being able to win a few auctions here.

With the hundreds of postal authorities in existence and the regular changes to postal rates, I think a "world wide postal rate catalogue" would be a full-time job for someone.

When I was a relative newbie on the RCSD Newsgroup,
I assisted a fellow from the US with some Australian rates,
his email indicated he was preparing a WW catalogue.

I was too green to save his addy or enquire further.

Postage rates on SCF auctions are a bargain!

I am using Scott's specialised (gift from KirkS)
they have a nice reference table, probably
would suit my needs.

"correct usage" covers bring high auction prices here
so these catalogues can be valuable.
