US Penalty Mail Indicia - Old Or New?

I've never seen a Penalty Mail indicia like this before (black logo), so I'm not sure if this is an old or new design, but it was used to mail back to me my Edgar Rice Burroughs First Day Cancels from the USPS in Tarzana, California. No matter whether it is old or new, it certainly looks a bit different:
