Can someone tell me what 'VO' in relation to the plate block from the press sheet means in the listing for Scott 3175 (kwanzaa)?

Scott Specialized 2012 catalog describes the plate block from the press sheet as "P#block of 4, 4#+V and 4 sets of #+VO"

What does the VO mean is my question?
