Is This A Corrected Error Overprint ?

Hello guys

here I have two deutsche stamps both the same in design and colour the only diffrence is the values in each corner one stamp has 15 in the corner and the other stamp has 16 in the corner but it has been crossed out and the stamp has been overprinted with the value 15 would this be a corrected error overprint ?
