Purchasing Of New Issue Coil Stamps From US Postal Service

Every so often we hear collectors complaining about the need to buy a full roll of coil stamps to get one or two examples needed for a collection.

I was surprised to learn of this provision as contained in the USPS Postal Operations Manual (updated 2008) about the local release of NEW ISSUE coil stamps in less than full rolls:



Has anyone else heard of this provision in the POM and/or had experience with a postal clerk being cooperative enough to sell less than a full roll of new coil stamps to collectors? Or is this some obscure policy that no one adheres to anymore?
