I spent a fair amount of time this morning looking through Scott trying to ID these but came up empty. Any ideas??

If you're referring to the overprints, I believe they are precancels.

These precancels will not be in the Scott's Standard Catalogues. They are, however, listed in the COB catalogue (Catalogue Officiele Belgique)starting with numbers #PO1 to # PO 838 in my catalogue. They are not expensive and can be bought for pennies up to a few dollars each. There are rare examples of course, but they are not in your scan.

Thanks all for your assistance. The value of them is really not an issue for me. I just was trying to figure out which spaces they belonged to. I tend to be a space filler...

Oh, and a follow-up question - How is a revenue stamp different from any other stamp? I've never really got into revenues and see a lot of conversation about them but never fully understood how they differ from a "regular" stamp.

Scott does not list Belgium precancel overprints, unless the precancel includes a surcharge. That can be confusing, since the precancels with and without surcharges are similar.

Revenue stamps can be in similar design as some postage stamps and others are distinctly different.

Most revenue stamps will be specifically marked and designated for specific usages such a Bill Stamps, Gas Tax, and so on.

You will need specialized reference books and catalogues to help you identify them.

With US stamps, the Scott's U.S. Specialized Catalogue is a good start. For Canadian revenues, the Van Dam Catalogue is reccomended and so on.
