Tks. I see it as O97, but did not know what "SERVICE" actually meant. Do you mean Official Gov't Service? Also makes note of a type "a" and "b" Service. But I don't see a difference in the type a vs type b.

Look at the catalogue images of the overprints , the size of the overprint differs, "a" is smaller typeface
