The 68a is not even a postage stamp. It is a postal stationary cutout posted in Nancy, France. In that condition it is worth maybe 25 cents.

Best as I can tell the date is Sep 2, 1900.

The gregarious amount of overpriced, misrepresented stamps on ebay has gone to the point of hilarity.

You are correct. Now that you have mentioned it, it does look like a stamped envelope cutout. The ''Nancy'' postmark is the key. Its not even worth a$0.25
Here is another he is selling:

I contacted the Seller yesterday and advised him about the stationery cutout. He was cordial and said "he'd look at it" so we'll see what happens. If he does nothing, you know the rest.

This is why I don't buy expensive stamps from ebay

I prefer to buy from the stamp community, my friends at the the Stamp club and the dealers who come to our Stamp shows.

A lot of people come across what they think are imperforate stamps and don't consider the possibility that they are actually postal stationery cutouts.

I once got very excited about a Queensland stamp for this very reason.

In many cases, people are not to know better, as postal stationery items are not listed in catalogues alongside regular stamps or are only listed at the back.

US collectors seem to be much more aware of postal stationery than collectors in other countries because Scott does a pretty thorough of job listing US items.
