Plate Blocks Stuck On Page

I have several album pages with plate nember blocks that were hinged and are now also stuck to the page rendering one or more of the stamps with OG damaged if I soak them, thins if I pull them (a no no), or the selvage is stuck. In any case I have to make a choice.
a. do I leave them on paper as they are?
b. Steam them off, making them OG damaged?
c. Soak them clean?
I have looked at a couple sales on ebay and the ones I looked at are not high value. Here are a couple examples. There are many more than pictured here.
