Expanding SCF Participation

I would like to propose that SCF create an "outreach" program, with the goal of bringing long-lost members back into daily or weekly participation.

There are MANY ways to do this, and one of the main principles should be to avoid compromising the privacy, security, and personal details of the inactive members.

Current "active" volunteers would be assigned one "inactive" at a time to email and encourage to come back. Probably best if the Moderator forwards those emails (using his database) instead of allowing direct contact, which may not be wanted or appreciated by the "inactive" -- after all, the inactives are not participating for a reason, a reason unknown to 99% of us.

The email would also summarize rules changes, and this is something the Moderator would need to prepare (although just one time).
