Okay, it's not a stamp, but a meter. And, it's using a non-profit organization rate. Even still, it's an oversized envelope measuring 6.5" x 9.0" and this non-profit organization gets to mail it for a mere 8.2 cents?
I don't recall seeing a rate that low, even for Non Profits. Further, one would think that the oversized dimension of the envelope would demand a surcharge over the regular non profit organization rate, but apparently not so in this case.
Can anyone explain the low rate used here? (Note the mailing was received just today, November 9, 2012.)
