Rod, I think the term closed 3 refers to the top and bottom or the 3 coming around and making it almost look like an 8.

I am talking in general and not specifically about this Romanian stamp.

Thanks all for your opinions.
Thanks Rohumpy, that was my take as well.

It shows up here.
I believe both are forgeries, but the "open 3" shows up well

Focus on the shape of the "8" and the "3"

I have a theory, that in the genuine Opts
the "fat 0" is just ever so slightly (perhaps half a mm)
below the base line of "1930"

Overprints on REDUCED format issues.
Frame size 18mm x 23mm
Perf : 14.5 x 14
Photogravure.

The 7L50 here looks suspiciously like a cracked cliche
running from top of frame.

Students may note the font for ROMANIA is different on the 2 Lei
The right leg of the "M" is more vertical, and the final "A"
is a different shape.
I have no idea of the significance, will post if I find out.

Forged Overprint.

"Closed" they are cut horizontally, or near to it.

Not sure at this stage Floortrader,
the 2 Lei is the subject of a strange format
perhaps a new cliche was made.
It seems to me the only one where the IA of ROMANIA is not joined.

Romaniastamps.com do not mention it that I can see.

I have purchased the 1974 catalogue ($46), just awaiting
its arrival from Romania, we can see what they have to offer.

I don't think the stamp has a forgery listed, just the opt.

Floortrader, you have a known variety,
I think I have one as well, so I may be able to compare mine
for format

"Missing dot"
