I'm looking at the Norway listings in the Scott catalog. I'm trying to differentiate the issues of the Second World War puppet government from the government-in-exile. Scott nos. 187-202A are subsets of the Post Horn (A10) and Lion Rampant (A16) definitive series. Scott shows that most of the stamps in these subsets were issued in 1941, the rest were issued in 1940, 1946 or 1949. I'm assuming that the 1941 issues (and perhaps the 1940 issues) were issued by the government-in-exile, since the stamps depict symbols of the monarchy. Is that a correct assumption, or did the puppet government retain these symbols and issue these stamps?
