US Presorted Junk Mail (W/Cd Enclosed) For 19 Cents Postage?

Not that I'm particularly interested in this Stamps.com promotional piece, but how do you figure they came up with 19 cents postage for this mailing which I received on November 26, 2012? There must be a lot of postal discounts thrown in on this one!

Looking at the subject line, I thought surely you were going to show an America Online (AOL) CD mailer from the 1990s.

I seem to recall reading somewhere (perhaps Linn's Stamp News) that for these discount junk mail rates, the affixed stamp does not necessarily show the correct postage. The difference between the total postage cost and the affixed postage is paid by some other method. This piece may be such an example.
