It appears to be a writ for payment of a court judgment or something similar. My German's a little rusty, but here's a stab at it.

The text on the front roughly translates as "Here a form of writ / Simplified service".

The text on the rear -- "and 0 Mark 0 Pfennig. Costs of this decision to be enforced against the real property of the defendant and the wholesaler."

There's then a notary mark, location, and date. The two lines next to the seal are "District Court" and "Court Clerk".
