Definitely Russian. The double headed eagle was the coat of arms for the Palaiologus dynasty of the Eastern Roman, or Byzantine, Empire, the last dynasty of the empire. A niece of the last emperor married Tsar Ivan III of Russia, which created a dynastic relationship. Trade had flourished between what is now Russia and the Empire for several centuries prior to the end of the empire.

I thank you from my heart.
I try hard to find a postage stamp of the two sets of values#8203;#8203;, I have to make a marrow transplant, in front of me just 6 months for the procedure or death.
Will not feel despair Perhaps I will try God Iovgueni in it.

I believe it is a Russian gummed seal, for folded letters, similar purpose as the wax seals that are often seen on old letters.

I've think you're on the right track same.
This other eagle from the same website is even closer to the one on your label.



It's labeled Russia 1917. I was wondering since yours does not have a crown it was post czarist Russia.

It was probably intended to fold over the front and back a folded letter, therefore the long size with the space between the two symbols.

Are you sure? Just because it's double headed you definitely sure?
These looks to me definitely very double headed and it's not Russian nor Austrian..
