yes,
the pair Millenium sold was on Crown NSW watermarked paper.
If this pair is on thick no watermarked paper then it from a Printed to Private Order Postal Stationery Envelope. The blank envelopes were handed to the Post Office requesting certain values and even though a 2d. was available they often used 2 x 1d.
If you show a scan of the back of the pair it should show the watermark if it is Crown NSW,

If yours if watermarked Crown NSW then it is a very rare item.
