From the 2011 Gibbons Part 17 (China):
Kewkiang (red on yellow) #12 £2.25 mint
Kewkiang (black on pink) #1 £3.50 mint

For future reference, the other Treaty Ports are Amoy, Chefoo, Chinkiang, Chungking, Foochow, Hankow, Ichang, Kewkiang, Nanking, Shanghai, Wei Hai Wei, and Wuhu. All of these are listed in Gibbons, in considerable detail.

For once, my Scott catalogs are up-to-date.

So, the 2013 Scott Classic values are:

Kewkiang #1: $4.00 mint
Kewkiang #12: $4.00 mint

Not a huge jump, but at least the movement is in the right direction!
