This postal stationery envelope is listed in Ed Deschl's 'India States Postal Stationery Listing' as the first issue of Travancore, E1. It was issued in 1889, and was priced at $US4 used.
The year date in the CDS appears to be '(10)65' ME, equivalent to about 1889 CE.
The letter has been posted at PUNALUR ON 13 MEENAM 1067 / 25 MARCH 1892 and ADDRESSED TO Kottarakara. The bar cancel is numbered THI 91. Head post office of this post office is PUNALUR itself and is located in Quilon district.
I am sorry to mention my doubts as to whether the cancel is numbered 90 or 91. Going by the date seals it is PUNALUR an the number should be 91, but if it 91 the post office is CHADAYAMANGALAM
