Came across this and it is on thin almost prelure type paper (possibly India but I have no comparison) At first I thought proof or essay but with the serial number I thought philatelic show label. Any help appreciated and value if possible?

Wonder what is with the serial numbers - 2008 has listed as same value just never thought it would be a regular air issue.

Lots of souvenir sheets have serial numbers, including Hong Kong and Switzerland.
