Is there franking on this cover or is the printing a return address? I'm not even sure if I have it right-side-up. The postmark appears to date it March 21 1981.

I would research official covers - some sort of government agency perhaps.

I have done some searching on the web but so far nothing. Could someone tell me if I have this cover positioned correctly? Any more links I could check or other references?

It appears to be some kind of 'official' cover, though I could be wrong. The lack of a postage stamp also suggests to me that it could be official in some capacity.

Writing in the upper-right corner are:

Saudi Arabia
The Ministry of Post and Telegraph and Telephone
General Directorate of Post.

This is not a postal address but the name of the official government.
