I found this block in an accumulation recently and cannot find it listed in Scott. On the glassine, it says "Scarce Czarist Russian Imperial Court Postage". Does anyone recognize this?

I posted the small image because of the forum's upload size limit. Perhaps this link will be better.

Well I finally found the stamp listed on ebay.
The seller lists it as a revenue and points to a Michel listing

Russia MNH Imperial Court Delivery Fee Stamp Mi#1B

So thanks for pointing me in the revenue direction.

Nice block!

I believe it's either Mi #2A (if perf 12x12½) or Mi #2B (if perf 13½).

It's also listed in Barefoot's "Russia Revenues", priced at £7.50 (2004).

The stamps say: "For the benefit of the postman ". They do not seem to be referring to the Imperial Court.

These stamps relate to the delivery of summons documents from local courts by the regular postmen.

They were for the 15 kopeck delivery fee charged for delivering a summons from the district court and collecting and returning the receipt from the addressee.

This fee was in addition to the regular postage and registration charges and any other court fees.
