The state of Oaxaca took a position of neutrality during the Mexico Revolution and issued her own stamps in 1c, 2c, 3c, 5c, and 10c.These stamps are very interesting. Due to the long siege, the paper became very scarce. These stamps were printed on the back of government forms. Some sheets were perforated by using sewing machines. The complete sheet of 2c stamps shown here is a good example of sewing machine perforation.

I do like these stamps. I was doing a little studying on them, in particular with the Follansbee handbook.
