This was probably a test cover. I can think of two possible scenarios:

1) The student was shown the dummy cover and asked to determine if the proper postage had been affixed : 8g air mail registered letter to Canada.

2) Student was presented with the envelope and asked to determine the air mail registered rate would be. The student would affix the stamps and cancel them.

This cover never left the training centre.

This is how postal clerks would be trained!

If you are serious about collecting and researching these timbres fictif then you need
"Les Timbres Fictifs Surcharges a L'Initiative des Cours D'Instruction" (30 pages A4 1995 G Gomez)
and
"Catalogue Specialise des Timbres Fictifs" (64pp A4 1994,Gomez, Gilles and le Baron)

They contain all that you are ever likely to need.

I do not feel that I have the right to divulge his email address to the world, but go to http://fr.rec.philatelie.narkive.co...-france-2008

Also go to http://mfossati.pagesperso-orange.f...-frfram.html
