Dull fluorescence is very easy to spot. It's even less fluorescent than no fluorescence. Find some old stamps, something from WWII or earlier, and the paper will not have any fluorescent content. A dull fluorescent paper will look darker than that, kind of a darkish grey. And to see dead fluorescence (even duller than dull), look at a Canadian paper banknote. Extremely dark under UV light!
