Could someone please tell how to tell the difference between a Scott's 60 and and Scott's 82 (1 Centimes, gray) from Belgium. Any help would be greatly appreciated!

It looks like the bottom section (label) on the Scott 82 is surrounded by a white, blank area. The bottom section of the Scott 60 is surrounded by an ornamental line. I found a copy of Scott 62 and a faked Scott 82 in my collection. You get the idea, though.

Yes, if the stamp is not severely off-centered low so as to cut off the bottom frame line.

Stamps from Scott Belgium #82-91 (1905+) have a relatively wide gutter between the stamp frame and the gutter text panel.

Because of the added decorative border on the label, stamps from Scott Belgium #60-75 (1893+) have very narrow gutter between the stamp frame and the gutter text panel. Along the bottom perforations, you can usually see part of the decorative top of the label.

KHJ beat me to it. As you can see from this better example, the very wide margin makes it quite easy to tell one series from the other. (Paper stuck to the back covering some of the perf holes.)
