Does it affect the price you might get for a stamp whether it has a PF certificate or a PSE certificate? Is one "considered" better than another?

It really depends on which country you're talking about. For British Commonwealth, outside North America, say, the only certificates worth having generally speaking are from the RPS or BPA. (And in the case of the Indian States I collect, only BPA certificates count for anything at all.)
