Here is a stamp from 1910, but I can't quite identify it. There are two surcharges, one inverted, but only due to the miss-perf. There is also some extra red "blob" on the right which is not part of the surcharge. Also, appears to be CTO. I was leaning towards Scott 127E, but now not quite sure. Can anyone help identify?

Scott O-71; the "blob" is the script O.S. overprint for Official Service.
