My 1988 Michel West Africa catalog lists this stamp both with and without perfs. Many other Togo stamps come both ways. The catalog does not give a value for the imperf, but this does not mean that it is any more valuable than the perf variety, except to an
ebay seller who thinks that they have a rare "proof" copy of the stamp.
