They're called double oval mute cancels. ("Mute" meaning no date or town location.) Many, if not all, Registered Covers from the 1930s through the 1960s were cancelled that way. There should be a series of handstamp postmarks on the back that shows the date from both the sending and receiving post offices, most likely on the seams on the envelope to guard against anyone tampering with its contents.
