sir the 2nd stamps if you look harder u will find a seal (Duiba) and it is in UAE?!!!

Should the first one not be Qatar, Sc.nr. 5 or 22, depending on the watermark?

Regarding the second stamp, the cancel does say Dubai, that is correct. To quote from the catalogue: "the stamps with 'value only' surcharges were used not only in Muscat, but also in Dubai (Apr. 1, 1948 - Jan 6. 1961), Qatar (Aug. 1950 - Mar. 31, 1957), and Abu Dhabi (Mar. 30 1963 - Mar. 29, 1964). Occasionally they were also used in Bahrain and Kuwait."
