I have looked in the book everywhere and on this link below I can not find this overprint with the 4 dots in the center. Thanks in advance

Another Manchurian item; see Republic of China, after various provinces you will find Manchuria, Sinkiang, etc. This is #6, catalog value 20c.

Ok got it. "Ki Hei District" found it, man after looking at these a while you go blind they all look the same.
