It seems that the top of this block is not perforated?
Am I looking at an error??
If so any idea about value??

I am not a US expert, but I would think it is more likely just the top of a sheet or something.

Although this is a different pane, it shows where the typical 200 image stamps were cut apart into panes of 50 for sale at the post office. There were two straight edges:
