A Paquebot cancel is created when a envelope/package is posted on a mail boat for the first leg to its final destination. Your stamp may or may not have seen service this way. The Paquebot "cancel" and the stamp's neat appearance suggest to me that it was never used that way. Perhaps a number of stamps were precancelled and this was an unused one of them. The old colony of Ruanda-Urundi (now primarily Burundi) is (was) a landlocked nation, making a Paquebot stamp or cover a real curiosity. The western border lies along the immense Lake Kivu, which no doubt had steamers and cargo vessels, so a genuine Paquebot marking is not out of the question.
Lake Kivu and its natural basin is one of the most hazardous areas in the world, as there are volcanoes and subterranean faults under the lake. Someday they may have a sauna 200 miles long for the area's two million residents.
