What Are These Blue Lines On This Cover?

I've seen these marks on other covers..also made with a Blue china marker.Any explanation would be appreciated.

For several decades, that was the internationally-accepted "marking" for Registered mail. For this specific cover (postmarked in Fiume), there appears to have been no registration labels available. I'm not so sure that cover actually passed through the mails.

I actually didn't exactly know what these markings were for but suspected it had to do with overseas mail as that's where I usually see them in different colors (Red & Blue) but I would not have guessed a registered marking. Thank you for the information.

That very cover graphis posted was the topic for a few moments on our live stamp chat just last night and the same consensus was drawn and thought to be for registered covers.
