Metered Cancellation First Day Issue Value Set To 0

I have 2 First day of issue covers dated July 1, 1971. It is a cover meant for Scott #1396, the .08 Postal service emblem issue. There is no stamp on the cover just the metered cancellation

Strange thing is, it is a metered cover with the value set at 00.
I have never seen a 00 value cancel before and was wondering what I have? Is this a rare gem to hold onto in my collection?
For added help I am including a scan of the 2 covers.
