Hello. Interesting mirror image on the picture. You might want to reverse it. I would say yes they are genuine. The top stamp with the perforated holes is called a perfin and some people specialize in collecting them. Offhand, I don't see anything rare unless the top stamp has a perforation at the sides of 11 1/2 or the perfin is something special, but the image is difficult to see.

These mirror image stamps! are from Austria circa 1916-20, and appear to be minimal catalogue value.
