I think it still might be gummed OK, just used or beat up by over-handling or storage as Bujutsu says.
Look at the bottom perfs, they are all strands sticking out. Albeit I am not experienced at examing regummed possibles. I see no gum appearing betwen the perfs around the stamp though.
A back scan is preferred by me for selling a mint stamp.
