I can't find any either although they look very similar in style to some of the Yugoslavian stamps of the period.

The one on the left has the word 'Rak' which is the word for 'cancer' in several Slav languages. Check out Delcampe under Yugoslavia>Cancer for some similar stamps.

The stamp on the right is a bit tougher. Google translates 'Spomen Dom' as 'Memorial Hall' & 'prvi' as 'first'. USAOJ-a has references to schools & universities, so are we looking at the First school/uni congress at the memorial hall in Bihac, Bosnia and Herzegovina.

There is a cover on Delcampe bearing one of these

there is a catalog of obligatory tax stamps from Yugoslavia out (available for download). Don't have mine handy right now, as I am on the laptop away from my collection.
the catalog is called "M&M" something or another (wish I could be more helpful)

anyway, the left stamp is M&M255, the right stamp is M&M233a or M&M233c (perforation variations)

the 3d that YeaPolska posted M&M282.

once I get access to my stuff, I will give better information on the catalog, including the site to get the free pdf to download.

To save Kuhli a job - the catalogue to which he refers is Milanovic's Katalog Doplatnih Maraka and is available here http://www.filatelija.net/images/doplatnih.pdf
