wt1, the operative wording is 'Temporary Suspension of Permanent Stamp Sales' and that does clarify the situation. However, cutting off sales of Permanent stamps in advance of the next price increase certainly violates the 'spirit' of what Canada Post wanted Permanent stamps to be about.

Still doesn't explain the removal of quarterly packs. Who would spend $10-$40 for a pack of stamps with maybe a few P stamps in them in order to save a few cents on postage? I purchased a Jul-Sep quarterly pack yesterday from the only dealer I could find online who had them for sale. Of course the dealer had doubled the price of every quarterly pack he has in stock as soon as the announcement came through. I noticed he only has one left in stock so I was not the only one who bought at the higher price. At least I have all of the 2013 issues. Damn this completeness fetish of mine.
I am about two-three years behind in putting the quarterly pack stamps into my album so they are all sitting there, unopened. I wonder if I should hang on to them and fill in the missing stamps using another method? I doubt many people kept the packs because people always assumed that Canada Post would keep them for sale.

I am going to feel foolish if they put them back on again next week, at the same price. :)

WT1, the way I interpret that message is that customers who currently have P stamps can use them at the going rate up until the new rates come into effect. After that, Canada Post can keep freeze the old P stamps at 63c if they want to.

It is interesting to note that (as of this moment) Picture Postage still offers stamps at the P rate.
Perhaps that's because the cost per stamp is so high.
A sheet of 25 is $28.75 + $14.95 (handling fee) / 25 = $1.75 per stamp.
A sheet of 50 is $52.50 + $14.95 / 50 = $1.35 per stamp.
3 Booklets of 12 (minimum order) is (3 x $14.40) + $14.95 / 36 = $1.62 per stamp.

Today, I was told by an Ottawa Canada Post desk that they are asked to stop selling the P stamp and store them until March 31st, 2014. I can speculate that the government must amend the current law to deal with postal rates in the new year, to approve new rates, effective date and perhaps legislate that the P stamps can be sold at current (85c and 1.00) from that date on. This way they will avoid having to destroy millions of $ in inventory of rolls, booklets, quarterly packs etc...
Makes sense to me, and probably make sense if I put myself in the shoes of a tax-payer.

Speaking of Picture Postage, anyone who bought them for $9.80 in 2004 will have an 82% profit come March 31, 2014.

Prices for parcels and for addressed and unaddressed advertising mail are not affected by the Lettermail increase. To assist in minimizing the effect of successive Lettermail rate increases, the basic domestic letter rate will be offered at $0.63 until March 31, rather than the regulated rate increase to $0.65 in January 2014 as per the five-year pricing plan that took effect in 2010.

This explains how much mailing will be if you are using "P" stamps. What if you are using older denominated stamps? Is a single mailing under 30 gms $0.85 or $1.00? My feeling is a single mailing will require $1.00 in denominated stamps.

Take notice that those using postage meters will get a discounted rate of $0.75. Another reason for commercial users not to purchase postage stamps.

Saw the meter thing. That's another reason for a larger drop in face. But a nice increase in Modern used. Stock up. Right now many of the stamps are cheaper just to get canceled yourself then buy. But if your really into stamps then you would have taken the Alaskan cruise etc. Hey that's an idea. Tourism by Stamps. New business idea. Dragon's den.

I looked into postage meter's. They rent them to you. My price from Pitney bowes was over $30 per month. I notice that Eastern and Maresh are now not using stamps. Oh and $9500 face sold for around $3500. I offer people what Maresh gets. US postage is doing much better from what I have seen. I have been buying a lot of Canadian sheets lately. My thoughts are collecting will be lucky to get 20% of face in about 2 years. Some jerks are going to make a mint off fake cancels. Well even more. Vincent Greene for cancels on modern items I guess.

Rhino Dino - the postage applied to the cover will remain at 85 cents, but the CP proposed tiered purchase rules say that the purchaser will pay $1.00 for each 85 cent , if only buying 1 or 2 at a time. Buying in bulk, i.e. a booklet, will cost only 85C for each stamp. Of course GST or HST applies on top of the cost of the stamps as well.

Ok, a light just went on! The new domestic mailing rate is going to be $0.85, however if you buy a single $0.85 or "P" stamp, it will cost $1.00.

My interpretation:

If you already OWN stamps then you will affix 85 cents.

If you don't have a stamp and go to your postal outlet on March 31, 2014 and only buy one stamp then the 85 cent stamp will cost you $1.00 But, you ask for a booklet of 10 domestic letter stamps. This will cost you $8.50.

In my opinion Canada Post is being petty and confusing matters unnecessarily. Canada Post is deliberately annoying its customers. Why? Perhaps there are plans to privatize domestic letter mail service. Does anyone have experience with domestic mail service in New Zealand?
