Is Canada Post Exercising More Sense With Psa Issues

While we in the US-of-A are resorting to Ronsonol & baby powder, vodka, and even acetone for removing recent pressure sensitive adhesive issues from paper, I don't remember hearing anything about similar problems in soaking PSA's from Canada. So I'm wondering if Canadian stamps are still all water soakable?
