According to my notes, there is no microprinting on this stamp.

This may be a helpful link:

http://www.apnss.org/39Flags.htm

And yes, Trainwreck is correct there is no microprinting on the Scott #3979 coil (perf. 9.75 vert.) printed by SSP.

Likewise, there is no microprinting on the Scott #3980 coil (perf 11 vert.) printed by AVR.

But just to confuse things, THERE IS MICROPRINTING on the Scott #3981 coil (perf 9.5 vert.) printed by APU. The microprinting on that issue is "USPS" located on top red flag stripe.

As for the Scott #3978 variety, it does have microprinting. "USPS" is microprinted on the top red flag stripe.

Interesting--3978 comes in two varieties: die cut on all 4 sides from the pane of 20, and die cut on 2 or 3 sides from the booklet of 10 (3978a) or the booklet of 20 (3978b).
