The president is a dictator who is in power over 20 years now. He is the one who wants the name change so I would say 99.9% it would. This means the country inscription on the stamp will change too.
While his "suggestion" of a county name change, it is not really that easy and well require support from many places. I don't think it will happen anytime soon.
I believe that Kazakhstan's President may have a point regarding the country's name; as it stands, many people still associate Kazakhstan with being a part of Russia, as it was with the former Soviet Union. A new name would be a fresh break with the past.
