If your spreadsheet contains either Scott numbers or their catalog values you will need to contact Amos and get a contract in place with them. They are usually willing to allow you to use their numbers as long as it is for 'personal use' and you aren't generating income from the spreadsheet; but they will require you to include their copyright notice and probably add a link back to their web site.
It might take a few days to get this in place but I found them to be quite responsive and professional.

That does not mean I think that you can't pass files around on the internet by and from collectors of similar material.

As long as there is NO MONETARY GAIN from doing so.

I have a contract in place with Amos for using their numbers. The reason that I think that you should get their buy in is because you are distributing a database of their catalog numbers. This makes it a bit different then just a listing of Scott numbers on a web page that displays your stamp collection.
You can certainly do whatever you want, my suggestion is to take the time to get with prior to any issues coming up. It seems to be the right to do to me, but again this is your call.

Edit; FYI, it is not just copyright laws here, the Scott numbers themselves are considered trademarks and covered under trademark laws too.

Reply from AMOS:

"Hi Edgars

Thanks for your inquiry. You may use the Scott numbers in a spreadsheet for your personal use, only. Any distribution, free or paid, of such a spreadsheet would be a violation of Scott's copyright.

I hope this answers your question.

Best regards,
