Why are you buying stuff that never seen the country which is printed for or never seen the inside of a post office .We call that type of material "filler" It is found in bulk in junk boxes at stamp dealers. this type of material comes out 50 times a day and the stamp newspapers and magazines can't keep up to write about it .All the major catalogs are looking some how to cutoff the listing of new issues but not sure how to do it . The talk is to end this maddest with a 1940-thru -1980 catalog for worldwide .Scott catalog knows a seventh volume will end in a vastly reduce annual sale of their World Wide series .

Well,I don't know. Perhaps he (or she) is a great collector of Napoleon memorabilia - philatelic or non philatelic.

Or perhaps he has an extensive collection of Togo from the German period to 2012 and wants to know whether he needs this to finally give him completion.

Or perhaps he is an inexperienced collector who saw something new that interested him, and bought it. And then showed it to a group of people who like stamp collecting, and asked a perfectly civil question, expecting an equally civil answer.

Or perhaps he is an Abba fan who buys anything that says 'Waterloo'.

Valjean - thank you for taking the trouble to post your stamps on our site. It is interesting for us to have a record of them - especially since they are probably not listed.

The problem is this: a lot of countries try to make money from philatelists by issuing stamps that are attractive in their content to stamp collectors. A lot of stamp collectors are interested in Napoleon, so this is a popular subject. The trouble is that often the country doesn't send the stamps to their own Post Offices or even authorise them for use. Stamp agents simply sell them direct to dealers or collectors. So their status as real stamps can be very dubious. This is probably the second most stultifying thing for the growth of philately as a hobby. The MOST stultifying thing is beginners' being driven away from the hobby by being barked at for daring to ask a question.

Enjoy your stamps.

Of course Scott can just shrink the text and images and then you will have to read it with a magnifying glass.

valjean, you might find this excerpt from https://www.igpc.com/about.cfm interesting:

Quote:
The West African Republic of Ghana became IGPC's first client in 1957. Formerly a colony of the United Kingdom, Ghana established its independence and the newly formed Ghanaian government quickly realized the extensive market for a young nation's collectible stamps. They hired the up-and-coming New York based agency to design, produce, distribute, and sell their postage stamps to the world. IGPC's marketing acumen in the international philatelic community brought crucial revenue to a progressing Ghana, and simultaneously catapulted the country onto the philatelic world stage.

When news of the profitable relationship between IGPC and the Republic of Ghana spread, the agency's government client list began to grow. Shortly thereafter, Ghana's neighbor, the Togolese Republic, required similar services after its separation from France. For the second time, IGPC was hired to advance an emerging nation's philatelic reputation and to aid in the establishment of its postal service. The resulting success in Togo led to many more African clients such as the Ivory Coast, Lesotho, Sierra Leone, Tanzania, and dozens of others, and today, IGPC provides over 50% of Africa with their postal and philatelic needs.

You can Google IGPC and see lots of opinions, and then decide for yourself what is interesting to you.
