No, this is a Barry Rectilinear machine cancel. The first machine cancels were in the 1870's (I think).

Doremus actually had quite an array of killers, though the vertical line is definitely the most common one.

A tidbit of history on the cover scanned in the original post:

The return address "C.D. Hine, Secretary" meant that he was the Secretary of the State Board of Education; and
The addressee, J.A. Graves, was Principal of the South School in Hartford.
